ModLoader is something a big part of the NFSMW community uses, and is almost the sole reason it is still going strong (other then the base game itself being awesome). You can try to rename the other d3d9.dll to d3d9.asi for example and put it to scripts folder.
The post above suggest that you're trying to use two d3d9.dlls at the same time, which you didn't specify at all and I'm not a psychic. I'm not aware what mod loader for nfs is, and d3d9 in widescreen fix is not essential, so it can be removed.
